Police Lieutenant
The City of Red Bank has an immediate opening for a Police Lieutenant. Under direction, supervises subordinate supervisors and officers. Functions as a member of the Command Staff providing input, suggestions, and recommendations to improve the operations of the agency.
JOB OVERVIEW
The right candidate will achieve by:
- Demonstrating the ability to follow directions.
- Demonstrating an ability to perform tasks with minimal supervision.
- Demonstrating fundamental knowledge of law enforcement practical, investigative, and administrative principles, procedures, techniques, and equipment.
Supervision Received: Works under the supervision of the Deputy Chief of Police.
Supervision Exercised: Exercises general supervision over assigned supervisors on a daily basis.
Salary and Benefits: (G10) $72,738.60 annually + excellent benefits.

After having met the above requirements, candidates must successfully complete the following:
- Oral interview board composed of a combination of departmental members and outside guests.
- A comprehensive background check, including but not limited to criminal, financial, and personal history.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Supervises assigned personnel/subordinates to ensure compliance with agency standards, goals, and objectives; makes necessary corrections through appropriate counseling, training, and/or disciplinary actions to ensure operational consistency and coordination of all units, divisions, and continuity of command.
- Provides direction and leadership to subordinates in accomplishing the recognized vision of the agency.
- Oversees assigned division ensuring responsibilities are met.
- Oversees and may personally participate in investigating criminal law violations occurring within the jurisdiction of this agency, obtaining evidence, preparing case files for filing formal charges, testifying in court, and other related activity.
- Reviews, understands and communicates standard operating procedures and City policies. Identifies problem areas and provides viable solutions.
- Personnel Development:

- Through supervision, ensures the agency’s training needs are met through the agency training officer and/or training division.
- Ensures proper inspections and inventories are completed and documented.
- Ensure subordinates are in compliance with city and agency policies.
- Monitors performance and counsels’ subordinates to ensure compliance with procedures.
- Provides opportunities to make decisions and discusses consequences of decisions.
- Identifies strengths and weaknesses of subordinates.
- Observes and evaluates subordinate supervisors’ performance. Acts as a reviewer for evaluations completed by subordinate supervisors. Counsel’s subordinates when appropriate. Corrects performance deficiencies through counseling or remedial training.
- Attend appropriate staff meetings. Meets with citizens groups as required. Makes and forwards suggestions.
- Responsible for assisting in the generation of social media content as it pertains to shift activities, community engagement, team training, and other activities that may be deemed appropriate by the Chief of Police.
- Complete police reports as needed to include incident, arrest and crash reports.
- Review for approval or correction of a variety of police reports prepared by subordinates.
- Prepares periodic performance standard reports. Produces analytical reports for proactive enforcement and conducts reviews and evaluates those activities.
- Citizen Complaint and Personnel Matters:

- Effectively addresses citizen inquiries and directs them to available resources.
- Reviews citizens' complaint investigations and provides conclusion and recommendations.
- Administers and investigates disciplinary actions, including formal and informal discipline.
- Ensures on-the-spot corrections of policy/procedure violations as needed.
- Recommends remediation actions. Counsel’s subordinates to ensure against further violations.
- Reviews and suggests appropriate changes to agency procedures, rules, and regulations while enforcing compliance. Critically analyzes operating procedures on a frequent basis. Suggests appropriate changes to current policies and procedures based on observation and evaluation.
- Manages and coordinates wide-ranging responses to major incidents/investigations.
- Makes budget recommendations and participate and enforces operational economy processes.
Research issues and make recommendations. - The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours) to communicate with subordinates, supervisors, citizens, vendors or other persons or entities with whom interaction is required to accomplish organizational mission and goals.
- Liaisons with other agencies and service partners as assigned.
- Perform various personnel actions including, but not limited to recruiting, coordinating, and participating in the initial hiring process, performance appraisals, promotional processes, and staff assignments.
- If so assigned, disburse information to the public via media releases, interviews, public records reviews
and release requests, and public speaking engagements. - Attends community meetings, events, etc.
- Schedules and conducts meetings with subordinates as needed or required.
- Supervise and manage special projects or assigned areas such as field training, internal investigations,
grant supervisor, specials teams, etc. - Maintain schedule flexibility. Also be available to work shifts as needed or required to include supervising shifts or teams.
- Complete additional assignments, tasks, and all other duties as assigned aby the Deputy Chief or Chief of Police.
MINIMUM QUALIFICATIONS
Education and Experience:
- High school diploma; and
- Minimum of Ten (10) years of full-time sworn law enforcement experience.
- Minimum of Three (3) years of full-time progressive law enforcement first line / middle management supervisory experience such as sergeant.
- Preferred that candidates also have higher education in police science, criminology, public administration or related field.
